The government and social capital cooperation model is an important direction to improve the public service supply mechanism, and is an important part of the national governance system and the modernization of governance capabilities. In order to better encourage the use of the government and social capital cooperation (PPP) model to improve the supply of tourism public services, the following comments are made:
First, the overall requirements
Fully implement the spirit of the 19th National Congress of the Communist Party of China and the Third Plenary Session of the 19th Central Committee, take the guidance of Xi Jinping's new era of socialism with Chinese characteristics as the guide, adhere to the general tone of steady progress, adhere to the new development concept, and make overall plans in accordance with the requirements of high quality development. The "five in one" overall layout and coordination promoted the "four comprehensive" strategic layout, insisting on the structural reform of the tourism supply side as the main line, closely linking the people's growing tourism needs and the unbalanced tourism development. The contradiction is guided by the whole country tourism, aiming at high-quality tourism, gradually strengthening the construction of tourism infrastructure, continuously improving the supply level of tourism public services, focusing on the important role of tourism in precision poverty alleviation, and vigorously promoting the quality transformation and efficiency of tourism. Change, dynamic change.
Second, the basic principles
- Clarify the content and clarify the extension. Deepen understanding of the PPP model, prevent simplification and one-sidedness, and use public service supply as the core of defining the PPP model to clarify the boundary between government responsibility and market mechanism.

In view of the different types of tourism, adhere to the characteristics of public services, optimize the allocation of resources, ensure the supply of tourism infrastructure and public services, promote social capital competition and innovation, and ensure the maximization of public interests.
-- Strengthen guidance and standardize development. The quality of public service products and the satisfaction of the masses are an important basis for government payments. Increase policy support, strengthen performance evaluation and project supervision, ensure the smooth implementation of the project, standardize operations, prevent local governments from violating laws or regulations, borrow debts in disguise, and prevent financial and financial risks.
——Operation-based, paying attention to performance. Encourage all types of market entities to participate in project cooperation through open and competitive ways, clarify the responsibilities, rights relations and risk sharing mechanisms of each participating entity, strengthen project operations, establish a contract concept, be honest and trustworthy, and strictly perform.
Third, the key areas
Promote government and social capital cooperation models in the tourism sector, and promote the project implementation agencies to the government's resource protection, environmental remediation, ecological construction, cultural heritage, consulting services, public facilities and other tourism public services matters and neighboring related hotels Business resources such as scenic spots, shops, parking lots, properties, advertisements, refueling stations and other operational resources for overall planning, integration development, comprehensive improvement, continuous optimization of tourism public welfare services and public goods supply, promotion of tourism resources protection and rational use, improve The evaluation of the value of tourism resources assets will better meet the needs of the people for tourism public services, and vigorously promote the quality improvement and transformation and upgrading of tourism.
Highlights include but are not limited to the following areas:
(1) Tourist attractions. Under the premise of compliance with laws and regulations, with the scientific protection and rational use of state-owned natural and cultural resources, we will focus on strengthening the construction of infrastructure and safety facilities such as scenic roads, sanitation facilities, recreational facilities and signage systems, and strengthening the scenic spots and surrounding environment. Comprehensive rectification. Priority is given to supporting open-plan scenic spots to carry out tourism PPP project construction.
(2) Global tourism. Guided by the creation of a global tourism demonstration zone, the development and construction of business tourism resources such as hotels and scenic spots will be carried out for toilets, consulting service systems, tourism guidance and identification systems, and tourism resource protection in certain areas.
(3) Rural tourism. Guided by the protection and inheritance of the excellent traditional culture of the countryside, the garbage collection station and tourist signage are unified in the commercial development of modern agricultural manor, pastoral complex, agricultural sightseeing park, rural industrial integration demonstration park and boutique hotel. Planning and construction.
(4) Self-driving tour bus camp. Relying on traffic distribution centers and scenic spots, we will build self-driving tour bus camps, and strengthen infrastructure such as water, electricity, gas, sewage, garbage disposal and self-driving service centers and sanitation facilities.
(5) Tourist toilets. Through the construction of toilets, commercial toilets, commercial toilets, etc., social capitalists are encouraged to carry out unified development, construction and management of toilets in certain areas.
(6) Tourist towns. Guided by strengthening the protection of tourism resources such as cities, towns, and neighborhoods, the social capitalists are encouraged to make overall planning and organic linkages for the scientific protection and rational use of characteristic tourism resources and the construction and operation of related supporting service facilities.
(7) Transportation and tourism. Support local governments to integrate the construction and integration of transportation projects and tourism resources, and encourage social capitalists to participate in the construction of tourist scenic spots, cruise ports, cruise ships, public marinas, tourism distribution centers, Tongjing highways and related ancillary facilities. .
(8) Smart tourism. Encourage and support the government and social capital to adopt the PPP model to develop smart tourism cities, smart tourism scenic spots, smart tourism public service platforms, tourism data centers, and tourism basic databases.
(9) New formats such as health tourism. Encourage the government and social capitalists to link the operational development projects of tourism resources with the provision of public services in the fields of pension, sports, health, and research.
Priority is given to supporting the storage of national preferred tourism projects, tourism poverty alleviation projects, etc. that meet the requirements of this opinion into tourism PPP projects.
Fourth, strictly implement the financial PPP work system
(1) Strict screening of projects. Tourism and financial departments at all levels should strengthen cooperation, rely on the national PPP comprehensive information platform, scientific demonstration and screening, and prioritize tourism public facilities and public service projects with operational cash flow, market-oriented operation, and enhanced operational management. Clear annual and medium- and long-term project development plans to ensure orderly progress.
(2) Ensuring fair competition. The tourism and financial departments at all levels should strengthen cooperation and guide the project implementation agencies to cooperate in an open, fair and competitive manner, and select social capital with the necessary construction and operation capabilities and compliance capabilities to ensure the equal participation of all market participants. PPP projects work together to eliminate local protectionism and various invisible thresholds. Financial institutions are encouraged to intervene early in the project to improve project financing availability.
(3) Reasonably sharing risks. Tourism and financial departments at all levels should strengthen cooperation and guide project implementation agencies to fully identify, rationally allocate and effectively respond to PPP project risks in accordance with the principle of risk sharing and benefit sharing. To protect the government's right to know, the government can participate in the project company; to protect the project company's operational independence and risk isolation function, the government must not interfere with the daily business decisions of the enterprise, and must not violate the rules to build the operational risks.
(4) Guarantee a reasonable return. The tourism and financial departments at all levels should strengthen cooperation and guide the project implementation agencies to construct a reasonable project return mechanism according to the characteristics of the project. The financial department will incorporate the fiscal expenditure responsibility into the local government's annual budget and medium-term fiscal plan according to the project contract, according to the project performance evaluation results. Social capital pays the consideration to ensure that social capital receives reasonable income.
(5) Strict debt management. The local financial departments should conscientiously organize the project value evaluation and financial sustainability demonstration, strengthen the financial expenditure responsibility statistics and over-limit warning of PPP projects within their respective jurisdictions, strictly control government debt, strengthen government construction and operation for government participation and paid projects. Cost control, it is strictly forbidden for the government or the government-designated institution to repurchase the social capital investment principal or the principal of the fund; the government shall not promise a fixed or minimum return to the social capital; the government department shall not provide any form of guarantee for the project debt; other illegal and illegal debts are strictly prohibited. Guaranteed behavior.
(6) Strengthening information disclosure. The tourism and financial departments at all levels must conscientiously implement the relevant requirements of the Interim Measures for the Administration of Information Disclosure of the Government and Social Capital Cooperation (PPP) Integrated Information Platform (Caijin [2017] No. 1), and do a good job in publicizing the life cycle information of PPP projects. Timely, complete and accurate entry of tourism PPP project information, timely disclosure of key information such as project identification and demonstration, government procurement and budgetary arrangements, enhance social capital and financial institutions' confidence, protect the public's right to know, and accept social supervision.
(7) Strengthen performance appraisal. Tourism and financial departments at all levels should strengthen cooperation and jointly promote the establishment of a performance appraisal mechanism for tourism PPP projects, track and control project implementation and fund use, and promote the formation of incentive and control mechanisms for project supervision and funding arrangements.
Fifth, increase policy protection
(1) Strengthening work coordination. The two departments jointly promoted the local people's government to actively explore the establishment of a cross-departmental tourism PPP work leadership coordination mechanism, strengthen the government's unified leadership, clarify the division of responsibilities, strengthen training and guidance, and form a joint effort to promote the smooth implementation of the project.
(2) Establish a system of priority recommendation letters. For the tourism PPP projects recommended by the local people's government, the provincial tourism department shall submit the recommended tourism PPP project catalogue to the Ministry of Culture and Tourism on the basis of fully consulting the provincial financial departments, and each province (region, city) shall not exceed 2; After being discussed by experts from the Ministry of Culture and Tourism and the Ministry of Finance, they should choose the best and recommend them to the society.
(3) Optimizing the mode of capital investment. The financial departments and tourism departments at all levels should explore innovative capital investment mechanisms for tourism public services, further improve and strengthen the management of fund use, give play to the guiding role of financial funds, promote the investment of financial and social capital to the tourism sector, and improve investment effectiveness. Public fund use benefits. Actively encourage private capital to participate in the construction of PPP projects, and may not set restrictions or arbitrarily raise the threshold.
(4) Play a typical driving role. The local financial departments and tourism departments should jointly do the guidance work for the declaration of tourism PPP projects, and strengthen the experience summary and case promotion of tourism PPP projects with good implementation effects and high social evaluation.
(5) Broaden financial support channels. Give full play to the guiding role of China's government-enterprise cooperation support fund and China Tourism Industry Fund's equity investment, encourage local governments to set up PPP project guarantee funds, and drive more financial institutions to increase investment and financing support for tourism PPP projects. Encourage financial institutions to innovate PPP financial services in line with current regulatory policies, which can be included in development and policy financial support, optimize credit processes, and encourage tourism PPP projects that generate expected cash flows through bond issuance and asset securitization. Market-based financing. Encourage insurance funds to participate in projects in a variety of ways in accordance with the principle of marketization, and innovatively develop insurance products suitable for tourism PPP projects.
(6) Establish a dynamic assessment and adjustment mechanism. Actively promote price reform in the field of tourism public services, and guide all localities to comprehensively consider factors such as construction operating costs, financial affordability, and residents' willingness, reasonably determine the price level and compensation mechanism of tourism services, and promote the establishment of price dynamic adjustment and upstream and downstream linkage mechanisms to enhance social capital. Revenue expectations increase the enthusiasm of social capital participation. Gradually establish and improve the scientific tourism resource demonstration evaluation and PPP project performance evaluation system, and dynamically grasp the overall operation and management of the project.
(7) Reasonably arrange tourism land. Implement the “Opinions of the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, and the National Tourism Administration on Supporting Tourism Development Land Use Policies” (Guo Tu Zi [2015] No. 10) and related travel land policies. Priority areas can give priority to support. Tourism PPP project development and construction.
