In 2010, the State Council issued the "Notice of the State Council on Further Strengthening the Work Safety Production of Enterprises" in order to comprehensively improve the safety production level of enterprises. In the same year, the State Administration of Work Safety reviewed and approved the safety of construction projects in accordance with the "Safe Production Law" and the notice of the State Council. The Interim Measures for the Supervision and Administration of the "Three Simultaneous" Facilities have been revised to the "Three Simultaneous Supervision and Management Measures for Construction Project Safety Facilities".

However, in practice, the author found that in the implementation of the “three simultaneous” construction projects, the owners often face various administrative penalties because the corresponding documents and procedures are not in compliance, usually because they pay more attention to the project design and construction stage. The degree of compliance with completion acceptance is far from enough. At the same time, the owner unit is often unable to establish a “three simultaneous” file of the construction project safety facilities in accordance with the regulations on file management, and keep it properly. The phenomenon that administrative units are subject to administrative penalties for administrative non-compliance can be avoided. According to the "Three Simultaneous Supervision and Management Measures for Safety Facilities of Construction Projects", the author will display the relevant administrative compliance procedures through the following figures.
